ROCKFORD — A cluster of cards, candles, flowers and a makeshift cross are often the centerpiece of a communitywide prayer vigil held at the scene of a homicide and attended by grieving family members and friends.

Rockford has had more than its share of such gatherings.

Not this year.

In the first six months of the year, Rockford has recorded four homicides. It’s a 71 percent reduction compared with the 14 homicides recorded in the city over the same period in 2011.

CeaseFire, an antiviolence group that organizes the prayer vigils and marches, said it is not only law enforcement initiatives that have curbed the killings. Officials believe they, too, have played a role in the city’s homicide reduction for reasons not always visible to the public.

The local anti-violence program, revamped and under new leadership, is an integral part of the programming offered at the Booker Washington Community Center. Through the changes in leadership, a mainstay in the program has been outreach worker and former South Central L.A. gang member Roman Pavia.

“If people were to recognize and pay attention to the things we do, they would be in favor of the program,” he said.
