A Chicago man with more than 100 arrests for theft and other crimes has been arrested again in connection with a spree of recent pickpocketings at the CTA Jackson Red Line subway station, police said today.

Police are crediting the Tribune and CTA security cameras for the arrest of Christopher Brown, 50, on Monday.

It was the same day the Tribune's Getting Around column chronicled the June 22 pickpocketing of an Atlanta man at the Jackson stop that police said was typical of recent attacks on CTA riders at that high-crime rail station.

A Tribune reader who saw the story called the newspaper on Monday to report that on Sunday he was also victimized by a pickpocket team when he boarded a train at the Jackson subway station.

Police say a man didn’t think it was as funny as his son’s mother when she sent him a picture of the 1-year-old boy bound and gagged with tape in southwest suburban Joliet.

Megan A. Reed, 23, told investigators the incident occurred in September when she was watching over several children who were playing with tape, Chief Mike Trafton said.

“She admitted taking a photo with her phone and sent it in February to the boy’s father,” Trafton said. Two months later, the man came to police and said he’d had trouble opening messages on his new phone, but had finally gotten it to work.

According to reports, the image shows the boy’s mouth is covered and his hands are bound with the clear tape.

A warrant was issued for Reed’s arrest, but she was reportedly out of the state until June when she came into the police station with a lawyer. She allegedly said the kids were having fun and her cousin taped the infant and the tape was removed after the photo.

On Monday, Reed, of 450 Nobes Ave. in Lockport, was arrested and booked into the county jail on charges of unlawful restraint and endangering the life or health of a child.

Last November, Dewitt Wright was in bed on the first floor of a building in the 600 block of West 60th Street when a bullet fired from a handgun on the second floor went through the floor, striking him in the shoulder.

Wright, 62, was taken to John H. Stroger Hospital of Cook County in critical condition, police said. He died of his wounds on April 12 at Loretto Hospital, according to the Cook County Medical Examiner’s office.

On Monday, Jamalh Nelson, 32, of the 3900 block of Maryland Street in Gary, was arrested by the fugitive apprehension section-Great Lakes regional task force and charged with involuntary manslaughter in connection to Wright’s death, according to Chicago Police.

Nelson was charged with one count of involuntary manslaughter and one count of unlawful use of a weapon by a felon, police said. Police say Nelson was apparently playing around with a handgun on the second floor of the building when he fired the shot into the floor that struck Wright.

He is expected to appear in court at 26th and California for a bond hearing Wednesday.

FBI can correct only 2 years of police data - Milwaukee police chief had pledged to fix errors dating to 2006 (Chicago Style of Reporting)

Milwaukee Police Chief Edward Flynn told aldermen last week that the department misreported more than 5,300 aggravated assaults since 2006 as minor offenses.

Although he pledged to correct those errors with the FBI, the agency's national crime reporting program only allows revision for two years after crimes are reported.

Stephen Fischer, spokesman for the FBI's Criminal Justice Information Services division, said the Police Department can revise its crime data for 2011 and the current year.

But any changes made in last year's figures will not be reflected in the FBI's Crime in the United States 2011 report to be released this fall, because "the publication process has passed the point where we can make adjustments," Fischer said.

That means thousands of serious assaults misreported by Milwaukee police since 2006 will not be included in the FBI's annual crime reports for those years.

In all, figures from an internal department audit show 20% of aggravated assaults were underreported as lesser offenses that didn't get counted in the city's violent crime rate during that time. That error rate is 10 times higher than the accepted standard, a crime coding expert said.

Fischer did leave the door open for future revision. He said Milwaukee police should submit revised data to the Wisconsin Office of Justice Assistance, then the FBI will determine "any future course of action" on updating its records.

"The FBI is always willing to work with states (and) agencies to ensure the most accurate data is represented in the UCR," Fischer said.

Tami Jackson, spokeswoman for the state Justice Assistance office, said that while the FBI accepts revisions to crime data for up to two years, the state agency will allow Milwaukee police to send corrections to their data as far back as necessary.

However, the office will not make any revisions to previously published crime reports available on its website.

"In this unique and specific case, OJA has decided to relax our edit (and) validation parameters for a three-month period to allow MPD to submit adjustments to previously reported crime data," Jackson said. "At the state level, we made this decision to have better quality data even if that data is historical."

Milwaukee police officials did not respond to questions for this story.

The internal police audit released last week echoes the findings of a Journal Sentinel investigation in May of a more limited pool of cases that identified in excess of 500 misreported serious assaults over a three-year period. The newspaper's review found more than 800 additional cases that fit the same pattern but couldn't be checked with available public records.

The Journal Sentinel has sought those 828 incident reports through an open records request. Flynn said it will cost more than $10,000 to redact information and provide the reports. That's more than twice what it requested in 2010 for providing about 750 such reports, an issue that long has been tied up in court.

The state Supreme Court is expected to rule Wednesday on whether the department can charge fees for redacting parts of the reports.

The internal department review also determined that almost 1,200 minor assaults were overreported as aggravated assaults during the past six years. Overreporting means those assault cases should have been classified as minor offenses.

When the FBI reviews crime data reported by states, the goal is to find less than a 2% error rate for all crimes, said Daniel Bibel, director of the crime reporting unit for the Massachusetts State Police. An underreporting error rate of 20% for aggravated assaults is 10 times higher than the accepted benchmark.

A 77-year-old man and a 62-year-old woman were found murdered Tuesday night in their homes on the city’s South Side, police said.

At 10:25 p.m., the man was found fatally stabbed at his home in the 9000 block of South East End, police said, adding that the man had multiple stab wounds throughout his body.

The man – identified as Donald Ellens – was found dead by relatives who had not heard from him for some time, police and the Cook County Medical Examiner’s office said.

About 10 minutes later, the woman was found shot multiple times at her home in the 9000 block of South Dobson, police said.

Althea McGee was dead on the scene, according to the medical examiner’s office.

Officers were conducting a well-being check at the request of her relatives, according to police.

Early reports indicted that nothing was taken from both homes, and neither residence showed signs of forced entry, police said.

Police said the two murders do not appear to be related.
